Born on the 7th of April, 1964 in the City of Manila, Eulogio “Amang” Rodriguez Magsaysay has public-service imbued in his blood, being the second child of the Former Senator Genaro Del Fiero Magsaysay ( † ) of Castillejos, Zambales and Adelaida “Baby” Canoy Rodriguez of Rodriguez, Rizal.

Married to Cachola Montenegro Del Castillo of Taal, Batangas, Amang has been blessed to father 4 children, namely: Catherine Anne, Eulogio "Amang", Aldous Exequiel and Luke Gerard.

Amang, ever since, is a lover of knowledge. After taking up his elementary and secondary education at La Salle Greenhills, he went to the United States to pursue his quest for higher learning. He enrolled at the University of Southern California (USC) where he finished his degree of Bachelor of Arts, major in Political Science, minor in English. Master of Arts in Economics, and Doctor of Philosophy in Political Economy in 1988, 1990, and 1992, respectively.

A member of the Sigma Tau Sigma Honor Society in his entire stay at USC, Amang graduated as Magna Cum Laude in college and was essentially part of the honors’ list for his thesis in the graduate school.

Prior to being the Representative of the Alliance of Volunteer Educators (AVE) Party-list in the13th Congress, Amang already had his hands full with his broad work experience.

For two years, he had served as an Economic Analyst and Corporate Secretary at the Philippine National Bank (PNB) and as Senior Mortgage Loan Officer at Century Bank in Los Angeles, California.

Despite the promises of a greener pasture, Amang, with his burning desire to help alleviate the plight of his countrymen, went back to his beloved motherland where he engaged in several fields.

Since then, he assumed the positions of President and CEO of a Government Owned and Controlled Corporation (GOCC), Assistant Vice President in a division of a bank, Board of Trustee of Eulogio “Amang” Rodriguez Institute of Science and Technology (EARIST), Head Executive Assistant (HEA) of the Department of Interior and Local Government (DILG), and professorial lecturer at various schools, namely EARIST, Philippine Public Safety College (PPSC), and O.B. Montessori College.

Even before he was seated as a representative, he already demonstrated his legislative acumen. He drafted the Magna Carta for Small and Medium Enterprises (SMEs) Amendatory Bill (SB-1283 and HB-9069) for Senator Ramon “Jun” Magsaysay, Jr. which became a law under R.A. 8289. He was, likewise a member of the technical working group (TWG) which drafted the Foreign Investment Act (FIA) which became a law under R.A. 8179.

Now, being a legislator, Magsaysay is realizing his long-time dream --- to push for a high-quality Philippine education for the Filipino youth which will eventually cascade down to help ease the burden of his countrymen, for he believes that education is a potent tool in building an equitable nation. His academic endeavor is worth emulating especially in exhorting the students to effectively contribute to the development of his country. Thus, he was conferred by Capiz State University (CSU), with a degree of Doctor of Pedagogy (honoris causa), by Eulogio Amang
Rodriguez Institute of Science and Technology (Earist), with a degree of
Doctor of Humanities (honoris causa), and by Ramon Magsaysay Technological University (RMTU), with a degree of Doctor of Technological Education (honoris causa). He demonstrated his invaluable services as an educator through the Alliance of Volunteer Educators (AVE), by promoting globally competitive standards in the education sector. He is unfazed in his commitment of the promotion of quality education to enable the country to deal with the world’s changing needs and demands for the betterment of mankind.

In recognition of his exemplary leadership, he was cited as one of the ten (10) outstanding legislators for the year 2004 by the joint awarding bodies of the Congress Magazine, Reserve Soldiers Union, Makati Graduate School, and M.V. Gallego Foundation College. This was further emphasized when, for the second time, Amang was included in the 2005 Most Outstanding Congressmen by the Congress Magazine, Trade Express Asia, Philippine State College of Aeronautics, CSP International Commodities Corporation, G-Ink Refilling Laboratory, and FG Fishing & Twine Company.

He was chosen by the Huwarang Pilipino Foundation, Inc. as one of the Huwarang Pilipino Awardees for 2006 in the field of Public Service in recognition to his dedication of carrying out the duties of a public servant.
